Holland, Michigan took home the top spot in the 25,000-50,000 Population Category for the second year in a row. In the Criteria Competitions, in which all of the cities compete, the city of Holland also took the top award in the Environmental Effort Criterion. Holland also placed in the top four cities in the Floral Display Criterion. America in Bloom surprised all of the competing cities with ten special awards this year.
